Kan. Co. 4-H Foundation

The governing board of the Kanawha County 4-H Foundation is composed of community members and partners of Camp Virgil Tate. This governing board was established in 1954 when Virgil C. Tate donated the original 57 acres for 4-H. The board is a non-profit body registered with the IRS and the WV Secretary of State’s office that oversees all financial, management, and operational duties for the camp itself.

Board meetings are held monthly and are open to the public on the second Monday of each month. They are in Conference Room A of the Lodge and begin at 6:30 P.M.

Meet the Board of Directors

– Holly Murriner –

President

Holly has served on the Board for 13 years. She chose to serve when she was asked to represent Putnam County 4-H at a board meeting and has continued to help make camp the best it can be. Holly began her association with CVT in 1990 when she first attended 4-H camp. Since then, she has attended camp each year either as a camper, counselor, or volunteer.

Holly says her favorite thing to do at camp is the 4-H camps, “I love to spend a week with kids out there…I also love attending any event where people are enjoying camp. Seeing smiles on the faces of attendees and hearing what people love about camp always brings a smile to my face.”.

– Clay Bailey –

Vice President

Clay has been serving on the Board for several years as a member of the Farm Bureau. He chose to show support as a community member and as President of the Kanawha County Farm Bureau.

“The camp and 4-H support agriculture and rural values, personal stewardship, and responsibilities back to our community. It touches the lives of many who pass through the property.”

As a child, Clay would swim at the camp’s pool and work in the camp’s kitchen in high school and college. He continues to help turn CVT into a showcase for all who visit, camp, and attend activities.

– Oscar Hutchinson –

Treasurer & Secretary

Oscar has been serving on the Board since January 2019. When asked if he would be interested in joining the board, Oscar says he jumped at the opportunity. Once he became part of the Board, he accepted the responsibilities of Treasurer and Secretary.

He started 4-H as a child and continues to endorse its importance. “To be a part of the group working to improve the facility is a good kind of challenge. Getting to see the local grade schools come out to take part in Outdoor Classroom and seeing the sea of kids that come through here is a sight that is hard to beat.”

– Jason Young –

Executive Director

Jason has been serving on the Board for 8 years. He chose to serve because he wanted to help revive the camp. He also wishes to continue making camp a place for outdoor education where children could learn about themselves and the world they live in. Jason’s history at CVT began when he accepted the job as Executive Director.

“My children were 4-Hers, and I would help my wife prepare materials for hiking class during summer camps. I mapped the trail hikes for the hiking class. I first learned of CVT through KCS and WVU Outdoor Classroom.”

Jason’s favorite thing to do at CVT is astronomy. With astrophotography and observational astronomy being his two biggest hobbies, Jason enjoys the 16-inch Newtonian Reflector telescope housed in our Breezy Point Observatory.

Kerri Carte –

Ex-Officio / Representing WVU Extension Kanawha County

Kerri has served as the Extension representative since 2012. She chose to be on the board to ensure the facility is around for generations to come.

“Although I am not the 4-H Youth Agent, I have always supported 4-H. I made sure both of my children attended county, regional, and state 4-H camps. I believe that a camping experience is vital to ensuring that we raise youth to be meaningful and productive members of society. This support of 4-H included support of Camp Virgil Tate.”

Kerri’s favorite thing to do at camp is cooking for the campers who come through our doors. She says that it warms her heart when they are excited about eating the healthy, local food that we cook for them.

– Jon Bailey –

Representing Kan. Co. 4-H Leaders Association

Jon has been serving on the board since 2025. He got involved with 4-H when he was looking for an activity to do with his daughter. He now has two girls in Kan. Co. 4-H who regularly participate in activities at camp.

When asked why the board was important to him, Jon said, “I believe this is important because I have seen how this camp positively impacts the youth who come to events here, and I hope to be part of the continued success.”

Jon’s favorite thing to do at camp is working on community events such as our Easter Egg Hunt and Breakfast with Santa. He says seeing the camp full and people having a good time here really feels good.

– Lieutenant Jeremy Haynes – Representing Kanawha County Sheriff’s Department

Jeremy has been serving on the Board since 2025. He chose to serve to help maintain and strengthen the relationship between the Kan. Co. Sheriff’s Department and CVT. Jeremy has been partnering with CVT for over twenty years, serving as a range officer.

“I enjoy training our new deputies in weapons and tactics, and teaching concealed carry classes at the Kanawha County Sheriff’s Office training facility located at CVT.”

Representing Southern District 4-H Horse Camp

– Joan Newhouse-Baldwin – Representing Kanawha Co. 4-H All-Stars

Joan has been serving on the Board for 8 years. She chose to serve because, “I want to see CVT succeed and thrive…I am always on the lookout to suggest different groups to use CVT.”

She began her story at Camp at the age of 9 as a camper and has continued to volunteer at a multitude of camps for the last 53 years. Joan says her favorite thing to do at CVT is working with the children and helping wherever she is needed.
